If you do not see the  Color overlay and Reading line guide tool icon on the Snap&Read Chrome Extensions tool bar check to make sure you have a color(s) selected for the tool.

Steps:

1. Right or Left click on the Snap&Read Universal chrome extension icon the Chrome tool bar.

2. To the right of the Color overlay select a color.

3. To the Right of Reading line guide select a color.

Now when you go to a web page you will see the Color overlay and Reading line guide tool on the Snap&Read tool bar.
